All decent councils will by presently have sent out leaflets to the family involved, so if you haven't had one, they don't have an idea that you're worth the trouble ! ! !

depends where you are. not essential doors & windows...have to be 4ft from them. if private land..where on earth you like - if public highway..you call for permission from the council.

Surely you mean a "smoking" shelter, but anyway the answer is not in close proximity a door or window as the smoke will acquire sucked inside.
i dont know where u check out of but i guess u put it where general public wil easily see it
