It only appeared this afternoon on my right thigh but not my departed. Could someone tell me what this is?

It's a rash. Probably an allergic impulse to something. Put some hydrocortisone cream on it. If it's not gone by Monday, see a doctor.
Looks like a imprudent. Used any products with fragrance lately? That is a expected cause.
it looks compassionate of like an hollow of something that banged into you. i would expect if you bumped into something. if it itches, or swells, i would consider a rash - it doesn't look resembling an insect bite at this time.
